VIDEO: Copyright as an obstacle during COVID-19
When the Covid-19 pandemic arrived in Uruguay, our country was relatively well prepared, compared to others, for a closure of schools, universities, libraries and spaces for access to culture. The level of connectivity and the wide dissemination of digital devices and platforms have been allies in strengthening online education and alleviating the effects of the suspension of classes. But the current copyright law is not a tool, but rather an obstacle to meeting this challenge. The attempts to adapt the legislation to the reality of education presented by the student movement in alliance with libraries and the University have failed due to strong resistance from the editorial chambers and the collective management entity. In this panel we propose a regional dialogue to discuss the current effects of the regulatory backlog on copyright and open access projects to culture and education.
